SPR consultants are experts in performing the role of "Metrics Counsel" to IT managers and organizations that want to implement measurement and improvement programs but who have limited experience in starting and sustaining them. As Metrics Counsel, an SPR consultant can function behind the scenes and advise you and your team as an ad hoc member of your staff. Alternatively, your Metrics Counsel can take a more visible leadership role and work directly with the various components of your organization to build dedicated metrics teams and/or embedded, distributed metrics capabilities within existing operational groups. In each mode, SPR consultants bring many years of successful software process and product improvement through measurement and metrics analysis to the role of your closest metrics advisor or "Metrics Counsel."

Frequently, a Metrics Counsel consultancy entails a long-term relationship. Among the many tasks and responsibilities assumed by SPR metrics counselors are:
•  Contract compliance officer for metrics, balanced scorecards, and service level agreements;
•  Client liaison for metrics planning and reporting;
•  Trainer and mentor for incipient metrics teams, including but certainly not limited to function point counting and count maintenance instruction;
•  Project estimation advisor;
•  Balanced scorecard internal auditor; and
